Practical requirements for the text of a power of attorney for consular processing if you are in Northern Cyprus.

As of January 2026: the text of a power of attorney for consular certification in Northern Cyprus must include the title "POWER OF ATTORNEY," the place and date of drafting, full details of the principal and the authorized person without abbreviations (full name, date and place of birth, address, passport: number, date, and issuing authority), the validity period, and the terms of delegation (if needed). The signature must be made only in the presence of a consular officer. If it is difficult to prepare the text in advance, when scheduling an appointment, you can book two consecutive actions: drafting the text with an officer and certification.

We have already explained how to issue a power of attorney for a person in Russia while being in Northern Cyprus. Below is how to properly prepare the text of a power of attorney for consular processing.

The text of a power of attorney can be:

  • Drafted independently following the requirements
  • Drafted together with a consular officer
  • Drafted using a ready-made form from the consulate

How to draft a power of attorney text independently

The notarial section of the Consulate of the Russian Federation in Northern Cyprus has requirements for the text of a power of attorney. The text can be drafted in free form, but it must include the following elements:

  • Title of the document (must be: POWER OF ATTORNEY);
  • Place and date of issuance of the power of attorney;
  • Full name of the principal, date of birth, place of birth, permanent address, and passport details (number, date of issue, and issuing authority — exactly as in the passport, without abbreviations);
  • Full name of the authorized person, date of birth, place of birth, permanent address, and passport details (number, date of issue, and issuing authority — also without abbreviations);
  • Validity period of the power of attorney;
  • If applicable — indication of the terms of delegation of authority to third parties.

There must also be space for a signature with a printed name, but the principal’s signature must be made only in the presence of a consular officer.

Section in the power of attorney What to include Common mistakes
Title "POWER OF ATTORNEY" Other titles or missing title
Place and date City/locality and date of drafting No date or incomplete date
Principal Full name, date/place of birth, address, passport: number, date, and issuing authority Abbreviations, shortened forms, information not as in the passport
Authorized person Full name, date/place of birth, address, passport: number, date, and issuing authority Missing registration address, incomplete passport details
Powers Clear list of permitted actions Too general wording, not matching the purpose
Validity period and delegation Validity period and terms of delegation (if needed) Validity period not specified; delegation not indicated when required
Signature Space for signature and printed name Signed in advance (must be signed in the presence of an officer)

How to do it

  1. Choose the type of power of attorney (general, for real estate, for a deposit, for a vehicle, for court, etc.).
  2. Draft the text with the required details: parties’ information without abbreviations, powers, validity period, delegation (if needed).
  3. Prepare the text file in Microsoft Word format (DOC/DOCX) to submit to the consulate.
  4. Do not sign the text in advance: the signature must be made in the presence of a consular officer.

Drafting a power of attorney in the presence of a consular officer

If it is difficult to prepare the text, the power of attorney can be drafted with a consular officer handling notarial matters. For this, when scheduling an appointment, it is recommended to book two consecutive actions: first — drafting the text, second — certification.

Ready-made power of attorney forms for the consulate

The consular section of the Russian Embassy in Cyprus publishes ready-made forms where you can fill in your details and those of the authorized person. Forms can be found on the website cyprus.mid.ru. If the forms do not open due to encoding, prepared copies can be used:
