Strovolos tightens control over dogs: owners face raids and fines

The Strovolos municipality has begun sending official letters to dog owners warning them: daily inspections will be conducted in the area to ensure compliance with rules for walking and cleaning up after pets. Authorities promise to apply the strictest measures provided by the Dog Law No. 184(I)/2002.
According to the municipality, in several areas the situation has become “unbearable”: dog feces lie in vacant lots, parks, along roads, and even on sidewalks — despite the presence of special bins in many places. In 2025 alone, the municipality received 48 complaints.
Residents also complain about dogs walking without leashes or owner supervision: feces have even been found near the municipality building.
Doctors remind that dog feces are a source of pathogens and parasites dangerous to humans and animals, especially children and vulnerable groups. Infections can easily be "brought home" on shoe soles.
According to Cypriot law, a dog owner can be fined if they:
- do not clean up after their pet;
- walk the dog without a leash;
- do not prevent constant barking;
- do not have the necessary documents for the animal.
Currently, the standard fine is usually limited to 35 euros, but Strovolos Mayor Stavros Stavrinidis calls for tougher penalties. He emphasizes that 134 special bins for dog waste have already been installed in the city, and the problem lies not in the infrastructure but in the irresponsible behavior of some owners.
