As of August 11, 2025, new regulations have come into force in Greece abolishing ATM withdrawal fees. The Ministry of Finance decree stipulates that domestic transactions are now carried out without any charge if the customer uses an ATM of their own bank or devices belonging to banks within the DIAS interbank network.

For cash withdrawals from third-party ATMs — private operators or financial institutions that are not banks — a cap on the fee has been introduced: it may not exceed €1.50. Thus, even when using an external ATM, customers’ expenses are significantly reduced.

The aim of these changes is to make access to cash simpler and cheaper, especially for residents of remote areas and tourists, who often faced high fees when withdrawing funds.

In Cyprus, the situation remains the same. Withdrawing cash from ATMs of one’s own bank is still free of charge, but when using devices of other banks, a fee is charged. Its amount depends on the tariff policy of the specific financial institution, as there are still no unified state rules in this area on the island.

While in Greece the authorities seek to standardize banking conditions for all customers, in Cyprus the issue of regulating ATM withdrawal fees remains unresolved. Experts believe that introducing a similar system could reduce the financial burden on the population.
