A special report by the Audit Office (No. EE-EY 06/2026) covers unannounced inspections of emergency departments in public hospitals in Nicosia and Limassol. The audit was conducted during the night hours of October 1, 2025.

What did the audit find?

Positive findings include:

  • The presence of Category A on-call doctors was confirmed;
  • Their timely response to patient visits was recorded.

However, auditors identified several issues:

  • Recurring breakdowns and non-use of CT scanners;
  • Delays in preparing medical reports;
  • Deviations from approved hospitalization procedures;
  • Extremely long wait times in emergency departments — reaching up to 11 hours in some cases.

Furthermore, a lack of a comprehensive legislative framework and quality control mechanisms in the field of telediagnostics was uncovered.

The report emphasizes that the quality of medical services must be maintained at a consistently high level 24/7.
