Cyprus tightens e-scooter rules: minimum age set at 17
The Cyprus Police announced the entry into force of two new laws regulating the use of bicycles and personal mobility devices, including e-scooters. The changes aim to improve road safety and strengthen control over the operation of such vehicles.
The new laws No. 106(I)/2026 and No. 107(I)/2026 were published in the Official Gazette of the Republic on April 22, 2026, and have already taken effect.
Under the new rules, the use of e-scooters is now restricted to individuals over the age of 17. The documents also define where personal mobility devices are permitted to operate and where their use is prohibited.
Furthermore, the police and other authorized bodies have been granted the power to impound e-scooters in the event of law violations. The new regulations also address the technical specifications of the devices, equipment requirements, and safety standards.
Special attention is paid to the activities of e-scooter rental companies. Additional obligations and equipment operation requirements are being introduced for these operators.
The powers of municipalities and local communities have also been expanded, allowing them to independently regulate the use of personal mobility devices within their territory.
The police emphasize that these amendments were adopted as part of an overall strategy to reduce the number of road traffic accidents and enhance safety for both riders and pedestrians.
